GREETINGS, FRIENDS AND READERS! I hope you've all had a
happy Thanksgiving, and you're looking forward to a joyous
year-end Holiday Season. This issue will bring you up
to date on the impending release of the SEAS OF CRISIS
hardcover; it will also, as in previous issues, provide what
I hope you find to be useful and interesting items on
naval affairs, national defense, and homeland security.
A reminder: If your e-mail address changes, please
remember to inform me via a new ADD ME submission thru
my website, or by an e-mail directly to
readermail@joebuff.com.
Much obliged, and best wishes to all for a great 2006!
...Joe.
SPECIAL THANKS RE SUPPORTING OUR TROOPS IN IRAQ
I want to pass along, to all of you who participated in the
holiday gift-box drive for soldiers in Jenny Pozzi's company,
both hers and her family's deepest appreciation for your support.
In fact Jenny sent me an e-mail yesterday asking me to remove the
"Special Holiday Message" link from my website home page, because
her unit, and other troops near their camp, were starting to
drown in the flood of packages addressed to them care of her. The
160-person company has received over 500 gift boxes so far, and more
keep pouring in every day. Thanks again to you all!

AN ESSAY, ORIGINALLY PUBLISHED ON
MILITARY.COM.
REPEATED FROM LAST NEWSLETTER ISSUE DUE TO CONTINUING
NEED(!!!) FOR CLARITY AND EMPHASIS ON THIS VITAL SUBJECT
"Why Subs Matter Now"
Submarines rank as true capital ships of the 21st
century. They stand in the front line of American
sea power, and will do so for decades to come. Whether
in a peacekeeping or warfighting mode, they can take
care of themselves and take on anything an enemy throws
their way. They've evolved tremendously, with unique
mission capabilities, since the first submersible warship
was commissioned into the U.S. Navy over one hundred
years ago. That pace of submarine technical and tactical
innovation is, if anything, more fast-paced now than
ever before in military history. And as tools for
preserving our national security, we just can't live
without them in robust numbers. (I'll come back to
these central themes after a recap of the bigger
picture.)

NAVY SEALS TRAIN LIKE THEY FIGHT: HARD
"A UDT/SEAL Weekend"
The cool breeze carried a strong smell of the sea.
The sky above and in front of us was dark, except
for a lingering orange band that touched the
horizon as we faced west -- the dusk of what had
been a perfect Southern California evening. Surf
pounded rhythmically as the tide came in; the sand
beneath our sneakers, as I stood with friends old
and new just out of reach of the incoming wavelets,
was damp and firm. Not far away, jutting out of the
water, a long line of big jagged boulders paralleled
the shore. Those boulders were our reason for
being there. When each line of surf hit the
boulders, the ocean crashed hard and spray flew
very high into the air. The ground itself seemed to
shudder from the impacts.

U.S. NAVY PLANS NEXT-GENERATION SSN FEATURES
"Tango Bravo Today"
In late autumn, 2004, the U.S. Navy and DARPA
jointly announced a new submarine design
feasibility study, TANGO BRAVO. The name
derives from the initials T and B, standing for
“Technology Barriers” (or more optimistically,
“Technology Breakthroughs.”) That initial
announcement was met with a mix of enthusiasm,
skepticism, and confusion, depending on who you
were and whom you listened to back then.

WINNING THE GWOT: FOLLOW (AND STOP) THE ENEMY'S MONEY
"Voodoo Economics of Evil"
“Voodoo economics” once upon a time referred
(somewhat sarcastically) to the unusual fiscal
policy of the Reagan Administration. The basics of
the idea were pretty simple: Lower the IRS’s tax
rates, in the wake of a recession, to stimulate the
U.S. economy. The resulting spurt in the gross
domestic product (GDP) will buck up the national
tax base. Revenue to the federal government,
because of these effects, would actually increase.
That in turn would permit the good guys to win the
Cold War, by outspending the USSR on defense
without amassing catastrophic budget deficits.
Overall, it worked -- although the wisdom behind
some moving parts, and the favorable or
unfavorable lasting consequences of the whole,
are debatable.
