GREETINGS, FRIENDS AND READERS! I hope you've all been
having a great summer. Sorry for the delay in sending out,
to you all, this latest issue of the newsletter. (Sadly,
a dear friend of mine just down the road here was diagnosed
with liver cancer in late spring and recently passed away.
As you can imagine, this was very distressing to everyone in
our tightly knit neighborhood social group, and it cost me
some time getting work done.) But as you'll see by the items
in this issue, things have been hopping nicely on several fronts.
I want to thank each of you personally for your feedback and support,
which as always helps make the hard work of full-time writing be so
gratifying, and so very much fun!

JOE BUFF IS MADE HONORARY SEABEE --
I'm both proud and delighted to have been made an Honorary Life Associate
Member of the Navy Seabee Veterans of America (NSVA), a nationwide
association of Seabees who have served in all eras, from W.W.II up the
present in Afghanistan and Iraq. Seabees are the U.S. Navy's combat
engineering and construction force, whose motto is "We build, we fight."
My membership card in the NSVA was presented at the 2004 National
Convention of the NSVA, in Davisville, Rhode Island -- original home of the
Seabees in W.W.II, now a museum -- on August 6. (My late father was a
Seabee, based on Guam, from 1946 through 1951.) Beginning last year, I've
been a participant in Operation Seabees Knowledge, a volunteer grassroots
effort to gain broader recognition for the Seabees of all eras
(see SeabeesInfoHQ.org for
lots of kewl information). My next book, STRAITS OF POWER, includes an exciting
sequence of near-future Seabees in combat defending America's way of life.

JOE'S "STRAITS OF POWER" NEARS ITS NOVEMBER 9 RELEASE DATE --
My next submarine warfare novel, the fifth in the Captain Jeffrey Fuller
series, titled STRAITS OF POWER, has completed the manuscript's copy editing
phase. This is one of the last steps before hardcover copies of the book go
into production. The specific plot of STRAITS OF POWER is embargoed by Wm.
Morrow for now. But I can say that this fifth book will demand the very utmost
from Jeffrey Fuller in command leadership, personal courage, and innovative
combat skills, as the war against the Berlin-Boer Axis in 2012 rages on and
spreads further across the global canvas. Fresh new technology, many new friends
and enemies, and frightening new international relations will test Captain Fuller --
and his crew and attached SEAL team -- to the absolute limit!

AN ESSAY, ORIGINALLY PUBLISHED ON MILITARY.COM:
"USS Jimmy Carter: SSN-23"
The fifth of June, 2004, was a very big day for the U.S. Navy and the
Silent Service, and for America. At the Electric Boat division of General
Dynamics in Groton, CT, one of the most advanced nuclear submarines yet
conceived was formally christened. This ship is named Jimmy Carter, after
our country's thirty-ninth president. (Yes, nuclear submarines are properly
called "ships," though the older term "boat" is still often used, with affection.)
Purists will know that, until further construction work is complete and Jimmy
Carter is commissioned as an active warship in another major ceremony, she's
more properly referred to as "PCU," instead of USS, for Prospective
Commissioning Unit. But christenings are festive occasions, and nobody stood on
fine points of nomenclature. My wife and I were privileged to attend. This essay
will offer some of my personal impressions and observations flowing from the
event.

The fight against nuclear weapons proliferation rages on, with words
and in secret laboratories. This is perhaps the most dangerous campaign in the
Global War on Terror, because a small but coordinated nuke attack could in one
searing moment cost the American population more lives that our economy lost
jobs in the latest recession. Though progress is being made on the rogue nuke
front, much of that progress merely shows how widespread and persistent the
threat truly is. The greatest risk is that we fail to see and fix the blind spots
in our own thinking.

"Duck and Cover?"
Rogue nukes are still in the news. Those of us old enough to remember the "duck
and cover" drills held in schools in the early Cold War must be having a creepy
sense of deja vu. For readers who never experienced first-hand that special feeling
of panic or futility at diving beneath their desks upon Teacher's command, let me
explain: Duck and Cover was supposed to help you not be killed in a nuclear war.
Get down, under something that could protect you in case of building collapse, and
cover your face, to try to avoid third-degree flash burns and permanent blindness -
and you just might be okay. Radioactive fallout from nearby or distant mushroom
clouds? That's what well-stocked public or backyard bomb shelters were for.
